Robert Vollmert c8739aa8a3 fix: fix some race conditions running connection worker 
Previously, it was quite possible to have two connection workers
running, or to get into a state where a failed connection worker
is still considered running preventing new connection workers
from starting.

Wolfgang WaltherandWolfgang Walther ded8981368 fix: Take PG version into account in --dump-schema 
The PG version is only read by the Connection Worker, which is not used in the case dump-schema. Now, the pg version is read in the schema cache queries directly, avoiding this problem in all cases.

Gaurav GautamandGitHub d9f1ae6a46 feat: Add Retry-After hint (#1916) 
Add Retry-After header when response status is 503.
Its value is the connection worker delay(seconds) when
it's recovering.

This closes issue #1817.

steve-chavez d99909c403 feat: request.spec GUC for db-root-spec 
The request.spec GUC contains the schema cache structure in json.

It's only available when the root endpoint(/) is requested and when
db-root-spec is not empty.

Also correct db-root-spec to accept a schema.

steve-chavez f169661ce6 refactor: move DbStructure.PgVersion to Config 
Now that PgVersion is not part of DbStructure, Config is a more apt
module for it.

Also rename getDbStructure to queryDbStructure. AppState also had a
getDbStructure function for a record field.
