Taimoor ZaeemandSteve Chavez db2be093b5 refactor: move dumpQi to Config.hs and clarify quoteQi
The `dumpQi` function is only used in the `Config.hs` module, so
it is moved there. This also adds a doctest for `quoteQi` and
clarifies its usage.

Taimoor ZaeemandSteve Chavez a688878236 fix: db-pre-config function failing with pg reserved words
When db-pre-config is accidentally set to a pg reserved word
like "true", it fails with a confusing error. The function
names should be properly quoted to avoid such errors. This commit
resolves this by quoting the pre-config function name.

Wolfgang Walther 00fbe9ff3e fix: Avoid casting to table type when select= and media type handler are used
Previously using a generic mimetype handler failed when any kind of select= was given, because
we tried to cast the select-result to the original table type. With this change, this cast is
only applied when select=* is given implicitly or explicitly. This is the only case where this
makes sense, because this guarantees that correct columns are selected in the correct order for
this cast to succeed.

Resolves #3160

Wolfgang Walther 3bee6b1e27 fix: Fix regression in openapi output with mode follow-privileges
This was introduced in d5b92a433a. Before
this change, the OpenApi output would have <pk/> annotations for views,
too. After this change, they got lost for mode follow-privileges, because
the pks are refined in haskell code, but the request only fetches all
the tables again, but not the view dependencies.

This fix changes follow-privileges to only fetch a list of accessible
tables, which is then used to filter the tables in the schema cache.

Fixes #2356
