PostgREST failed when querying role settings where current
role name contained uppercase letters. This commit resolves
it by quoting the CURRENT_USER.

To avoid repeated querying of `pg_timezone_names` every time schema
cache is reset, `Prefer: timezone` can be disabled by setting
`db-timezone-enabled = false`.

Set error verbosity using this config. The verbosity can
be set to `verbose` or `minimal` for client error responses.
This only affects client side HTTP responses, server side logs
are not affected by this config.

The logic to evaluate `JSPath` belongs to `JSPath.hs` module.
Hence, moving this logic from `Auth/Jwt.hs` to here.

The former depends on th-orphans which does not cross-compile well,
because of template haskell usage.
neat-interpolation is also much better maintained.
This also potentially helps with packaging for Debian/Ubuntu in #2273.
Those were left out of the schema dump when the features were introduced, probably
because ByteString doesn't have a toJSON instance. Changing the type to Text solves
this easily.

The PG version is only read by the Connection Worker, which is not used in the case dump-schema. Now, the pg version is read in the schema cache queries directly, avoiding this problem in all cases.

Getting the value for a header GUC on PostgreSQL v14 is done using `current_setting('request.headers')::json->>'name-of-header'` and in a similar way for `request.cookies` and `request.jwt.claims`
PostgreSQL versions below 14 can opt in to the new JSON GUCs by setting the `db-use-legacy-gucs` config option to false (true by default)
Update the hasql-transaction library to version 1.0.1
Add hints and kill thread at configuration read when using incompatible pooling modes: statement pooling and transaction pooling with prepared statements enabled.
Now that PgVersion is not part of DbStructure, Config is a more apt
module for it.
Also rename getDbStructure to queryDbStructure. AppState also had a
getDbStructure function for a record field.
